In an endeavour to improve the quality, productivity and motivation for Batswana through the implementation of the 2009 National Human Resource Development Strategy (NHRDS), the Minister of Education & Skills Development (MoESD), Hon Dr. Pelonomi Venson-Moitoi launched the Agriculture and Creative Industries Sector Human Resource Development (HRD) Committees. The launch was held on the 2nd December 2013 in Gaborone at the Human Resource Development Council (HRDC).

The launch of these two Sector HRD Committees follows that of the Mining, Minerals, Energy & Water Resources and Tourism Sectors, which the Minister said have made strides towards the development of their respective Human Resource Development Plans. The four Committees are the driving engines of the newly established HRDC and Botswana Qualifications Authority (BQA).

In her remarks, Dr. Venson-Moitoi said that the HRD Sector Committee in Agriculture would promote agriculture as a career of choice, while on the other hand the Creative Industries is increasingly gaining national recognition with potential of creating more jobs. She highlighted that for these sectors to grow there is need to focus on the development of skilled human resources and full utilization of its capacity. According to the Minister, this is the beginning of creating a legacy for the future generation.

Prior to the Minister's launch the two Sector Committees were workshoped on their roles and functions. Acting Chief Executive Officer (CEO) of HRDC, Dr. Patrick Molutsi advised the Committee members to make use of these Sector Committees to influence government policies through their participation. The Committees are standing bodies of the HRDC and are mainly responsible for overseeing HRD of their sector. This entails development, overseeing implementation of the Sector HRD Plan and mobilising members to contribute to sector training and skills development. They meet at least four times a year
